Get on top of them and ride the turtles to the Turtle Rock, and use the Ice Rod on the pillar of fire to create a block to get to the other side. The three turtles will then climb on their mother and form a staircase. This will force him to let go and he will return to his mother. Then, merge with the wall that is connected to the cliffside the turtle is hanging on, move right beneath the turtle, and un-merge with the wall. To get him off the cliffside, head to the dry land to the left of the hanging turtle. The third turtle is located north of turtle rock, but he is hanging on to the cliffside and he won't come down. Kill the monsters (you can use the ice rod to make an ice platform to stand on and then use your sword or bow or whatever) and he will return to his mother. The second turtle is located to the northwest of Turtle Rock and he is being attacked by Lorule's version of Zoras. He is upside down and all you need to do is flip him into the water. The first turtle is located southwest of the Turtle Rock. To enter Turtle Rock, you need to help the giant mother turtle, and she will only help you if you find her three lost turtles. The dungeon is located to the Southeast of Lorule, in the middle of a large lake.
